The Encounter
Bagans are fishing platforms — timber rigs anchored over deep water, working nets overnight. Whale sharks learned generations ago that a bagan means baitfish, and they now stay in the bay rather than passing through it.
The tender comes up to the platform at first light while the nets are still down. The sharks are usually already there, working the underside of the rig.
The encounter happens between the surface and about ten metres, which is why it is open to snorkellers and not just divers. The sharks feed vertically, nose up at the net.
They are seven metres of animal moving slowly in a small space. You hold position and let them come past — chasing one ends the encounter for everybody.
In The Water
Not the flanks, not the fins, not a steadying hand. Contact strips the mucous layer that protects the animal from infection.
Stay at least three metres clear of the tail. A relaxed whale shark moves slowly, but the tail carries enough force to break a rib.
Never block the approach. Two metres minimum from the head and never directly in front of the mouth while it is feeding.
Strobes at close range on an animal that spends its life in low light. Available light works — you are in ten metres of water at dawn.
The Distinction
Is it Raja Ampat?
No. Cendrawasih Bay is a separate national park roughly 600 km east, past the Bird's Head Peninsula. It is often shown on the same map, which is where the confusion starts.

Teluk Cendrawasih National Park, the largest marine national park in Indonesia. A separate protected area with its own management and its own permits.
What you go for
Whale sharks. Raja Ampat has the reef fish and the mantas; this is the one place in the region where whale sharks are resident rather than migratory.
When
The sharks are at the bagans year-round, so the timing is decided by the crossing rather than by the animals.
What it costs you
Days under way. Cendrawasih only appears on 14-night itineraries because the passage east and back is most of the extra time. Eleven nights reaches Misool and Wayag, not this.
What else is down there
WWII wrecks that have become reef, and a mix of shallow lagoon and deep drop-off that reads very differently from Raja Ampat's current-swept walls.
In The Bay
The bagans. This is where the whale shark encounter happens, at the surface and just below it, alongside working fishing platforms.
Wartime hulls that have become artificial reef, with good visibility over them. Very little current compared with Raja Ampat.
Sheltered water and hard coral, the easy end of the bay. Where the non-diving half of a group spends its afternoons.
Deeper walls away from the platforms, for the divers who want something beyond the sharks.
