No — and this is the thing to budget for. The rate covers three or four guided boat dives a day including a night dive, but scuba and skin diving equipment, Nitrox, diving permits and marine park fees are all charged separately. Snorkelling equipment is provided.
A surcharge applies if world oil prices are high at the time you sail: USD 30 per person per night when the international crude average over the 60 days before embarkation is USD 70 or higher, rising to USD 50 per person per night when the 30-day average is USD 110 or higher. It is payable on board.
